After the People’s Republic of China (PRC) was proclaimed, the capital of the Hubei province became one of the main centers of heavy industry that to a great extent determined its economic development at the present day. In 1991 there was approved the first project on high-tech industrial development of the zone. Within the first five years there were rapidly constructed Research and Development Establishments, were given grants, established production premises, exemplified and copied world advanced technologies and worked out their own, were carried out researches and was invented a lot.

All the above was promptly introduced into production, and finished products were supplied to the inside markets. Wuhan became a Chinese breadbasket in the sphere of fiber optic technologies. In 2014 the public enterprise “Zelenograd Development Corporation” and the “East Lake – Optic Valley” New and High Technologies Zone (NHTZ) Management Committee concluded and signed an Agreement on Cooperation.
